Information relating to the installation and configuration of BlackBerry Enterprise Server 4.x and 5.x mobile messaging platform.
In the current version of BES, this function is referred to as 'Erase Data and Disable Handheld'
1. Open BlackBerry Manager.
2. Highlight the Domain in the left pane.
3. Choose the All Users tab at the top of the right-pane.
4. Either search for a particular device by using the search fields at the top of the right pane, or scroll through the user list to find the user account.
5. Once the user/device has been located, highlight the user and right-click to bring up the actions menu.
6. Choose 'Erase Data and Disable Handheld'.
7. Answer Yes on the resulting dialog box and the wipe command will be sent to the user's handheld.
NOTE: The user's device must have an active BES connection in order for this to work. Remember to perform the 'Erase Data and Disable Handheld' action BEFORE suspending or cancelling the wireless service with the carrier.
First of all, this is not a guide on how to remove carrier information from a Blackberry. If you are unable to use a SIM card from a different carrier, other than the one that was originally supplied with your device, please contact your carrier in order to unlock the BlackBerry device.
If you have a Blackberry handheld device that is locked by a BES, meaning you're unable to change certain settings, or install Third Party Applications, then the problem is that your Blackberry has at some point been connected to a BES (Blackberry Enterprise Server), and this BES has placed a restrictive Security Policy (or IT Policy) on your device.
A quick check to see if this is the case can be done by going to Options/Security on your Device. If you see any references to IT Policy whatsoever, then you have a potentially restrictive IT Policy that can be removed.
This guide is intended for use by people that own their own Blackberry, and for whatever reason, have inherited a company's IT Policy on their Device. Really, there are two scenarios where this guide is useful.
There are a number of steps that must be followed in order to successfully remove the existing IT Policy from you device. Of course, the simplest method is to attach your handheld to another BlackBerry Enterprise Server and re-apply a new policy without the restrictions applied.
Ensure the Blackberry Desktop Manager is installed using Blackberry Internet Service, and not Blackberry Enterprise Server. If you are unsure, it would probably be a good idea to uninstall the Desktop Manager and start again.

When you get to the page linked above, select "BlackBerry Desktop Software v4.2 Service Pack 2" from the drop-down list, and click the Download link below "Desktop Software v4.2 SP2 without Media Manager (English)" or (Multilanguage) if needed.
Download the file policy.bin Download Here. and save it in your Blackberry installation directory (C:\Program Files\Research In Motion\BlackBerry).
Wipe your Blackberry, creating a backup if necessary. Select Options/Security/Wipe (Newer 4.2 OS Devices Goto Options/Security Options/General Settings/Wipe) on the Device.
If this option is unavailable, you may have to install the latest software on your Blackberry. You need to Download and install the latest Desktop Manger Software, then the latest Handheld Software. Connect your device, open the Desktop Manager, select Application Loader, and follow the prompts.
Close the Desktop Manager if it is open.
From the Windows Start Menu select Run..., and at the prompt type regedit. In the tree on the left hand side, navigate to:
HKEY_Current_Users\Software\Research In Motion\BlackBerry\PolicyManager
Right-Click the Policy Manager Folder and select New/String Value. Name the value Path. Now, Double-Click the Path Subkey and set Value Data to:
C:\Program Files\Research In Motion\BlackBerry\policy.bin
Open the Desktop Manager.
Connect the Device.
Once complete, the Options/Security screen on your Blackberry should not contain references to an IT Policy, you should now be able to change all settings (including password prompts), and install Third Party Applications.
